The Shire of Moora is located in the northern Wheatbelt region of Western Australia, approximately 180 kilometres north of Perth. It covers an area of 3,767 square kilometres and its administrative center is the town of Moora. The Moora Road District was established on 11 December 1908, carved out of the Victoria Plains Road District. The first election for the Moora Road Board took place on 12 February 1909, with Henry Lefroy being elected as Chairman at the inaugural meeting on 19 March 1909.
